Complete Transformation to EV in Ethiopia

The silence on the streets of Addis Ababa over the past two years was expected, but not quite yet. In early 2024, Ethiopia made global headlines by becoming the very first country in the world to completely ban the import of internal combustion engine (ICE) gasoline and diesel passenger cars. Driven by the need to curb a multi-billion-dollar foreign currency drain spent on imported fossil fuels, the Ethiopian government slashed tariffs on electric vehicles (EVs) and designed to create EV charging opportunities for users.

On paper, it looks like a big leap forward: over 100,000 EVs have entered the market since the beginning of the change. But if you talk to everyday drivers, taxi operators, and car importers navigating this sudden transition, a very different picture emerges. Recent news reports from outlets like Climate Change News and Energy Connects point out that while the policy was ambitious, there are a few things that are holding this plan back from working, which will need time to create a clear road to the transformation. Here is an honest look at the major gaps holding back Ethiopia’s EV revolution and why pushing mass imports without fixing these core issues is putting the cart before the horse.

1. The Grid and Charging Network Simply Aren't Ready for Mass Imports

When you import tens of thousands of electric vehicles into a country, you need a robust power infrastructure to keep them rolling. Unfortunately, Ethiopia’s charging grid remains severely underdeveloped for the sheer volume of cars hitting the roads. News coverage from EV24 Africa highlights that the vast majority of Ethiopia’s public charging points are concentrated almost entirely within Addis Ababa, leaving regional cities and rural highways completely stranded. Even within the capital, drivers face daily bottlenecks. While a few state-backed projects—like Ethio Telecom's super-fast charging hubs—have popped up, most existing chargers take four to six hours to fully replenish a battery. But for a plan like this to be effective, it will need time, and soon every region could have high-quality charging stations.

World Bank data shows that roughly half of the country still lacks reliable access to the national electricity grid, and those who are connected suffer from frequent power outages that can last for hours. As ride-hailing drivers in Addis Ababa recently shared in media interviews, they point out the gaps they face, and importing short-range, wall-socket-charged EVs could actually help till the gap is addressed in the future.

2. The Maintenance Gap: Shortage of Skilled EV Technicians

Under the hood, an electric car is essentially a high-voltage computer on wheels. In traditional auto-repair shops across Mercato or Kera, mechanics who have spent decades mastering mechanical fuel injectors and pistons are suddenly confronted with lithium-ion battery packs, inverter units, and complex diagnostic software.


As noted in a recent investigative report, one of the most critical bottlenecks in Ethiopia’s transition is that local trainees and mechanics are simply not being trained at the required pace in specialized EV maintenance. Technical and vocational institutes (TVETs) across the country have historically lacked modern EV curricula, high-voltage safety tools, and diagnostic equipment necessary to train the next generation of auto engineers.

When an EV experiences a electrical fault, software glitch, or cooling system failure, standard roadside garages cannot touch it without risking lethal electric shocks or permanently damaging the vehicle. Drivers are often left at the mercy of a tiny handful of dealership technicians who are completely overwhelmed by backlog. Without an aggressive national initiative to retrain workforce trainees in specialized high-voltage electronics, thousands of newly imported EVs risk becoming expensive driveway ornaments the second something goes wrong. But independent training centers are helping mechanics who need training about EVs. Hopefully this will expand to vast areas, including TVET sectors.

3. Spare Parts Bottlenecks and Excessive Import Costs

Even if you manage to find a technician who understands EV engineering, you run straight into the next major hurdle: getting the physical parts.

Because Ethiopia imports a massive variety of EV models predominantly from various Chinese manufacturers, there is no standardized domestic inventory for replacement parts. A specific suspension arm, headlight module, or thermal control valve for one niche EV brand might be completely unavailable anywhere in the country.

The Ethiopian EV market repeatedly notes that supply chain disruptions and acute foreign currency shortages make importing individual spare parts an expensive, agonizing process. Importers pass those exorbitant shipping and customs fees straight to the consumer. Replacing a degraded battery pack alone can cost nearly half the total original price of the entire vehicle! For middle-income Ethiopian families and commercial taxi drivers working on tight daily margins, paying exorbitant out-of-pocket costs to air-freight a single sensor or module from overseas simply isn't sustainable.

The Path Forward: Bridging the Policy-Reality Divide

If the government wants this transition to be a long-term success rather than a short-lived crisis, the focus must immediately pivot from simply importing more vehicles to building out the foundational ecosystem. That means aggressively funding vocational training centers for EV maintenance, incentivizing localized assembly and spare parts production, and rapidly expanding fast-charging infrastructure beyond the capital.
